The Proposed Law intervenes in the complex discipline of urban construction and urban regeneration processes.

These are areas on which Confindustria has long been proposing a general reform that, while respecting the competences of the various levels of territorial government, would define uniform rules and principles for the entire national territory, giving certainty to operators and thus promoting investments in building renovation and urban regeneration.
