On 16 December, the EU's 15th sanctions package against Russia was adopted, which essentially expands the subjective and carrier listing in order to target the Russian government's shadow fleet, with a view to circumventing the restrictions in place.

Further provisions relate to the protection of EU companies and exemptions for divestment operations from the Russian market.
